py-ctypes install failure when instaling py-opengl

I am trying to reinstall my dev involvement after a hard drive failure and I have run in to the following problem when installing py-opengl.

I have seen only once simi recent ticket regarding py-ctypes, but the output does not seem to be related to this error.
