jakarta-taglibs-standard-11: update master_sites

while trying to install jakarta-taglibs-standard-11 on 10.6.8 using macports 2.1.2, there is a md5 errors.

As the web page displayed at ​http://apache.multidist.com/jakarta/taglibs/standard/source/ says, "In December 2011, Jakarta was retired as all of its subprojects had either become their own projects or been retired." So we need to update the download location.
