I excuted:
sudo port selfupdate sudo port upgrade outdated
The last for lines:
Cleaning py27-pygtksourceview ---> qt4-mac-devel is replaced by qt4-mac ---> Computing dependencies for qt4-mac Error: Unable to upgrade port: Can't install qt4-mac because conflicting ports are installed: qt4-mac-devel

That is correct. You can either install qt4-mac (if you want the latest stable version) or qt4-mac-devel (if you want a less-well-tested development version); you cannot install both. That is what the naming convention of using the suffix "-devel" in a port name means.
