building xindy fails: illegal byte sequence

Hi,

Building xindy fails on Mavericks (10.9.2), even after a full MacPorts reinstall, just executing "sudo port selfupdate && sudo port install xindy"

(BTW: I recently upgraded from 10.8, and everything worked fine there.)
