rcs port broken under el capitan — at Initial Version

Description

after upgrading from Yosemite to El Capitan and following the procedure at ​https://trac.macports.org/wiki/Migration, I can no longer install rcs. The error from "sudo port install rcs" is 

--->  Computing dependencies for rcs
--->  Building rcs
Error: org.macports.build for port rcs returned: command execution failed
Please see the log file for port rcs for details:
    /opt/local/var/macports/logs/_opt_local_var_macports_sources_rsync.macports.org_release_tarballs_ports_devel_rcs/rcs/main.log
