    57After poking around I found that the problem linked to this file:

    1317Eventually what I did was download docbook manually and change that line to point to the local folder where I downloaded the folder containing docbook.xsl and everything worked fine then. I'm not sure why it was failing to go to the internet for those files but this comment in that same file as above makes it sound like it shouldn't have even been trying to go to the internet:
