clang fails to build; unexpected token: !tapi-tbd-v2 — at Initial Version

Description
On OS X 10.12.6 (16G29), I have an outdated xorg-server (1.18.4_1 < 1.18.4_2). During the build of clang-3.7, now a required dependency of the xorg-server, I receive the following error message during linking:
