mikmod fails to configure on Big Sur — at Version 4

(attempting to reuse ticket) mikmod fails to configure on Big Sur using Command Line Tools for XCode 12.2. THe dependency libmikmod correctly triggers and installs, it's just not detected (or the compile test fails):

:info:configure *** to the installed location. Also, make sure you have run ldconfig if that

sorry only now did I see #61560 , seems seems to duplicate it. must have been blind when I first searched for open tickets. please delete /merge
