    1 I had the same problem after upgrading to a Monetery full release.  Following the migration guide, it failed at p5.28-net-ssleay  I ran `sudo port uninstall p5.28-extutils-makemaker; sudo port install p5.28-net-ssleay` and then `sudo ./restore_ports.tcl myports.txt` as mentioned above and it then completed successfully.
