MacPorts 2.8.0 - Can't Install any ports. — at Initial Version

Description
When I want to install ports I always have following error.
:~$ sudo port install hping3
Error: The installed version of Xcode (14.0.1) is too old to use on the installed OS version. Version 14.1 or later is recommended on macOS 13. Error: Follow https://guide.macports.org/#project.tickets if you believe there is a bug. Error: Processing of port hping3 failed
macOS Ventura with Xcode 14.0.1 Xcode 14.1 is still beta, so I don't want to install beta version.
