During an install of php74-apache2handler 404s are being encountered.

Archives are never available for php*-apache2handler for licensing reasons:
% macports-infrastructure/jobs/port_binary_distributable.tcl -v php74-apache2handler "php74-apache2handler" is not distributable because its license "php" conflicts with license "GPL-3+" of dependency "gdbm"
