    11simply removing {{{/Library/Developer/CommandLineTools}}} will cause a number of ports to be built with references hard-coded into Xcode.

    55However, removing {{{/Library/Developer/CommandLineTools}}} and then reinstalling the Command Line Tools (I used the DMG, as did the other user above who found success) puts things into their ocrrect places and everything works.
