iconv vs libiconv symbol Issue

Tickets #13055, #16648, #16862, #16892.

Seems like the issue is that the port is not finding the libiconv header from MacPorts, and instead uses the one in /usr, so it believes iconv_ is the prefix to use. The fixes which work so far are to use --with-libiconv-prefix=${prefix} in configure.args when available, otherwise some other trick (eg, -I${prefix}/include for CPPFLAGS) to make sure the header is found at the right time.
