In the installation instructions under, Setting Up Your Shell Environement the following suggestion is made:

Other profile files may conflict with ~./profile and should be removed, so remove any occurrances of these files: ~/.bash_login ~/.bash_profile

I would like to point out that many, many of the users of macports are not entirely unix savvy. For example, the researchers I support I would call at best beginners (on average). Thus many things like shell environements are either set up for them or put together, but poorly understood.

Macports are then installed usually by a peer or on suggestion by an OS software provider.

For these users, the above suggestion would result in a clobbering of their primary environment file.
