Description
This ticket supersedes #11539 and updates tor-devel to the latest version. In addition, it does the following:
- incorporates the enabling of event-dns from #10878; and
- adopts the port for maintenance.
The attached patch to the dports tree is designed to be applied with the -p1 option (or -Np1) from the dports directory.
