friendly error message for missing Xcode Tools

Description

on a machine withoug Xcode Tools, here is the current output with macports 1.5.0: 

bigb:~ prospector$ sudo port install subversion
Error: Error executing darwin_8: invalid command name "configure.compiler"
Error: Unable to execute port: Error evaluating variants

a message like: 

Darwinports is having trouble configuring your compiler.
Did you forget to install the Xcode Tools?  Please see:
http://geeklair.net/macports_guide/ch01.html#prerequisites .

would be much more helpful for your average user.

This error does not relate to the absence of Xcode Tools. It just means you need to selfupdate your MacPorts installation and upgrade to 1.5.2.
