The content of this portfile seems to be very similar to the py-gnupg portfile, but the whitespace is radically different and some items are moved around. It would be better if the two portfiles could be kept in sync with regard to things that are the same, so that it would be easy to diff between them to see what's different. Would you be opposed to that? If not, could you attach a portfile that's based on py-gnupg and makes only the substantial changes you're interested in? If you're interested in whitespace changes and other rearrangements, we can handle that later, but should handle it identically for both portfiles.
