delete command does not behave as expected

Description
The delete command is documented as behaving as the Tcl file delete command.
The Tcl file delete command documentation states "Trying to delete a non-existent file is not considered an error."
However, the delete command does throw an error when a non-existent file is deleted. See ticket:13225

I would prefer to keep the current behaviour of
deleteprocedure and fix the documentation.I'm adding our most current active base/ guys to the Cc field.
