lhs2tex will not build without hugs98

Description
The lhs2tex package fails to configure if the hugs98 package is not installed. I believe this is a bug with the lhs2tex distribution. However, due to the bug it seems that hugs should be listed as a dependency of the package... at least until the underlying bug can be fixed.

By the way lhs2tex main category should be textproc instead of print.

I fixed the category issue in r42273. I think that this bug is no longer relevant to 1.13, but I need to check.
Can't bump the version to 1.14 yet because of incompatibilities with ghc 6.10.1.
