I can download and build it now, and run it, but it doesn't seem to actually do anything...

Xsnow draws in the root window, and X11 on OS X usually runs rootless.

Doesn't that mean that xsnow is pretty useless on Mac OS X and the port should be removed?

No, you can run X11 with a root window ("Fullscreen mode" in X11 preferences). It worked on Tiger, but is currently broken on Leopard as far as I know, http://xquartz.macosforge.org/trac/ticket/7.
