p5-text-csv_xs 0.31 fetch failure

Christopher Lamey ​reported on macports-users, and I can confirm, that p5-text-csv_xs 0.31 does not fetch:

It looks like there's a version 0.32 available. Perhaps the port should be updated to that version.
