on Mac OS X 10.5.2: ---> Fetching rsync ---> Attempting to fetch rsync-3.0.0.tar.gz from http://rsync.samba.org/ftp/rsync/ ---> Attempting to fetch rsync-3.0.0.tar.gz from http://svn.macports.org/repository/macports/distfiles/rsync ---> Attempting to fetch rsync-3.0.0.tar.gz from http://svn.macports.org/repository/macports/distfiles/general/ ---> Attempting to fetch rsync-3.0.0.tar.gz from http://svn.macports.org/repository/macports/downloads/rsync Error: Target org.macports.fetch returned: fetch failed
Checking the URLs shows that at samba.org rsync-3.0.2 is available and not the 3.0.0 version

Hmm, you guys are either ultra fast or I managed to try a fetch in the transitional period. port install rsync now fetches the correct 3.0.2 version.

You probably just needed a "port sync" to get the new Portfile with v3.0.2. Closing as "invalid" since it was not actually a bug.
