Clarify use of modeline and Id tag

Description
Section 4.2 ("Creating a Portfile") says "The first line of a new Portfile must be set as shown" ("# $Id$") but section 4.7.1 ("Port Style") says "the top line of all Portfiles should use a modeline that defines soft tabs for the vim and emacs editors". Unify these conflicting directives to instead state that a portfile should start with a modeline on the first line and the Id tag on the second line.
