Are your ports up to date? Try
sudo port sync port outdated
Are any ports listed as outdated? If so, upgrade them. Then:
sudo port clean --work gd2 sudo port install gd2
Does it work? If not, do you have autoconf, automake, gettext, libiconv and libtool installed and active? To find out, use:
port installed autoconf automake gettext libiconv libtool

gd2 installs fine after checking and correcting the dependency on build tools, ie:
weber-mbp:~ root# port installed autoconf automake gettext libiconv libtool The following ports are currently installed: autoconf @2.62_0 (active) gettext @0.17_3 (active) libiconv @1.12_0 (active) weber-mbp:~ root#
So I was missing automake and libtool.

Oh, I did have a few outdated packages that were upgraded, ie:

Ok. Then this remains a duplicate of #16119 which was fixed.
