I have tried to install ImageMagick onto a G4 400 running Tiger (10.4.11) the machine has loads of disk space (107 GB available) and 2GB of Ram. Xcode ver 2.5.

So the failing port is jpeg, not ImageMagick.
Do you really need universal for some reason? Unless you want to run this software on both a PowerPC Mac and an Intel Mac, you don't need the universal variant.
I've never tried to build ImageMagick universal... But I have tried to build jpeg universal, and it works. I have it installed universal right now, on both a Power Mac G4 and a MacBook Pro, both running Mac OS X 10.4.11 with Xcode 2.5. My version of MacPorts is later than 1.6.0, so that's the only variable I see right now. If you really need universal support, you could try building MacPorts from trunk. Or perhaps later I can try to install MacPorts 1.6.0 on my Power Mac to see if I can recreate the problem there.
