Description
As reported in the mailing list, building texlive_base with xetex (r39684) fails when icu is installed.
Attached is a proposed fix.

I suppose it depends on how hard it is to patch texlive_base to work with icu.
I suspect it is not trivial (although I am not an expert).
As I understand it, texlive 2008 was recently released.
Perhaps if it fixes the problem, we should focus on the upgrade instead.

Committed in r39803. Thanks. Do you think it would be better to make texlive_base depend on icu and patch so that it works with 3.8 (as it seems texlive 2007 expects icu < 3.4)?
