I just installed MacPorts 1.6.0 and XQuartz 2.3.1 on a new machine. MacPort had no issue installing libtool on two other machines about a week ago.

Turns out I didn't have Xcode properly installed. Downloaded 3.1.1, installed, ran
sudo port install expat
and it worked.

This is actually a problem installing expat. I'm assigning the ticket to that port's maintainer.
This looks like an Xcode problem. What version do you have installed? Make sure you have the latest version installed which is currently 3.1.1 for Leopard (which you appear to have).
