Use xcode PortGroup in Chmox

Description

Chmod does not currently use the xcode PortGroup and use the `cd` TCL procedure. Furthermore, it links against OpenSSL and libxml2 libraries from the system instead of the MacPorts ones.

Changes:

  • Ported to xcode-1.0 PortGroup.
  • Does not use the cd procedure anymore (see #12914).
  • Now links against OpenSSL and libxml2 libraries from MacPorts.
