Description
perl5.8 and perl5.10 have had the @INC change done, we can now change multiple p5-* ports so they do not require -f in order to install.
At least the following ports currently require -f:
perl/p5-extutils-install perl/p5-mime-base64 perl/p5-podlators perl/p5-scalar-list-utils perl/p5-test-harness perl/p5-test-simple perl/p5-tie-refhash
Of those, only p5-test-simple is not marked openmaintainer (attaching patch), I'll do the others shortly.
