It will not recognize 1.0 as an update because it thinks that 20060301 > 1.0
Is there a workaround for this?
Bump the epoch.

Is bash-completion officially maintained by Debian? It looks like we were using a very old version because I was not aware of this switch and the old homepage does not indicate that.

The old version wasn't maintained anymore and every distro was rolling out it's own patched bash-completion over the past years. But there's now a team of distrubution maintainers working on the project (see http://wiki.debian.org/Teams/BashCompletion for a list).
