Please update gypist port to 2.8.3. Also, close #18507 and #17764.

GNU Typist 2.8.3 has just been released.
This release properly fixes a bug regarding rounding of error rates.
The previous version did not fix it properly. This version also updates
the outdated FSF contact info lines in all source files.

I'd be happy to maintain if that's useful.
The attached portfile has an updated version and checksums. Works for me.
