subversion-perlbindings has undeclared dependency on db46

When I try to install subversion-perlbindings, it dies with:

Examining the portfile shows db46 is in depends_lib, when it should be in depends_build.

depends_lib is a superset of depends_build (see the Portfile manpage).

I believe you are seeing this error because you do not have the latest apr and apr-util installed.
