If a maintainer doesn't have commit rights, all that's needed is something along the lines of 'fine by me' for a ticket, then a committer should usually get to it (if not, an email to the macports-dev list can be used to get it attention).

This ticket was assigned to me by macsforever2000@..., but I do not have commit rights, so I can't actually do anything with the patch.
I have requested commit rights from the port manager team, but until that happens there is nothing I can do. Unfortunately there doesn't appear to be a way for me to assign this ticket back to somebody with commit rights.
