The wrong homepage is listed, and I think the default homepage URL set by the perl5 port will suffice.

The correct url is http://search.cpan.org/dist/Net-SSLeay/

Should I supply a diff, or is this something that can be more easily changed with just this ticket pointing it out?

Changes to homepage committed in r53616. Customary practice is to attach a patch for the portfile in question to avoid any confusion in the changes requested.
