#20389 closed enhancement (duplicate)
base should check Xcode version (perhaps a livecheck equivalent?)

Description
Rather than add faulty Xcode version checks to ports (e.g. #20382), base should do it. It may be hard to keep up with Xcode releases on the current OS release, but we can certainly require that all Leopard users are running 3.1.
