Ah, hmm. Could maybe just call it 1.9 for now? I'm guessing it's a bit more trouble to automatically apply the patch... or is it? (I'm completely new at this.) At least it's better than 1.4 ;-)

Applying the additional patch isn't too much trouble... bash and vim fetch patches and apply them, for example.

I applied that patch, and what it does is add a subdirectory to enca-1.9 called "debian", with some files... if you think this should still be applied, the patch is applicable from the directory above the source directory, does that mean pre_args should be -p1?

Looks like this installs 1.9, not 1.9-7. The first mirror (but not the second) contains a patch that needs to be applied to make it be 1.9-7.
Also, you're missing a backslash and added a stray newline at the end.
