Description

The Xcode version checking code that I added to a few ports once has now made its way into 20 ports. While I still ultimately want MacPorts base to take care of it (see #12794) for now it can be moved into a PortGroup as ​suggested by blb.

Attached is a diff of how this PortGroup could be used in the tiff port.
