I'm using the latest version of leopard (10.5.8) trying to install tetex. The build looks like it works, but I get some strange errors/warnings at the end. Has anyone seen this before?

(same issue on 10.6.1)
it seems that permissions of installed executables are set wrong (only root can execute e.g. latex)

Don't worry about these error messages. As can be seen from all four of the corresponding log files the reason is the same: "! LaTeX source files more than 5 years old!", which is apparently a result of the teTeX distribution not being maintained anymore. The offending files are dated from 2004, but your installation is OK despite these messages.

Should be ignoring the "errors" as of r73835. You probably want to seriously consider switching to texlive BTW.
