py-psycopg2 updated for Python 2.4 and Python 2.5

Description

py26-psycopg2 is already at the current 2.0.12 release and defaults to Postgres 8.4. Portfiles for Python 2.4 and Python 2.5 updated to use the psycopg 2.0.12 and to default to PostgreSQL 8.4

I specifically didn't reassign to landon as the Python 2.6 Portfile wasn't updated by him but by snc.

I won't updated the python24 version as python24 is pretty old now. Also note that psycopg and psygopg2 are different …

Committed py25-psycopg2 changes in r58427. Whitespace and removal of variant-forcing code in r58428.

I know 2.4 is old (and doesn't even compile properly on Snow Leopard x86_64) but it's still required for Zope and Plone although that will change shortly with Zope 2.12. It would be nice to support it as long as it doesn't need any special care.
