Trying to build ocaml which needs curl from a fresh /opt I get:

The first difference I see between your output and mine is that mine says
checking for stdint.h... yes checking for inttypes.h... yes
while yours says
checking for stdint.h... no checking for inttypes.h... no
A little further down, mine says
checking for arpa/inet.h... yes checking for net/if.h... yes checking for netinet/in.h... yes
and yours says
checking for arpa/inet.h... no checking for net/if.h... no checking for netinet/in.h... no
And there are more similar errors. These seem like pretty basic and important files which are supposed to be there. I don't know if they're provided by Xcode or the operating system, but since reinstalling Xcode is easier than reinstalling the whole OS, please try that, and verify that it is in fact Xcode version 3.2.

curl builds for me on Snow Leopard. Could you please clean and try again with debug output?
Then attach curl.txt from your desktop to this ticket and I'll compare your output to mine.
