add nav links to bottom of ticket pages

Description
Please add the nav links (previous ticket, back to query, next ticket) to the bottom of the page. When closing a ticket, the page loads down at the anchor of the last post; the navigation to go to the next ticket or the query that was used is at the top of the page.
This is a lot of repetitive scrolling and can likely be fixed with little work. Links near the bottom of the page would be an adequate solution.

This feature request should be handled by Trac upstream.

While we probably could hack this into our local Trac installation, I would rather recommend to open a ticket at upstream Trac to request this feature.
