Description
I just got an error about php5-intl not being able to be loaded because of some "fieldposition" inside icu not being found.
uninstalling & reinstalling php5-intl fixed the issue.

Well, you can easily calculate what are the dependencies of projects, so you can easily know what projects are depending on others... Like libicu -> php5-intl.
I understand it might be long compilation cycle, though maybe the possibility for a warning option might be nice to tell which projects need to be recompiled?

Call this a dupe of #17473 then, if you prefer.

So what? Some ports need to be rebuilt when their dependencies are updated. There is no way to tell MacPorts to rebuild them.
