Howto update sox port from 14.2 to 14.3

Description
sox 14.3 has been out for sometime now and has a variety of new features which are highly useful.
Let me know the best way to update the port file, verify it works, then contribute it back to macports.

I've created/tested portfiles for both sox stable and sox devel.
Both appear to build executables correctly.
I'm guessing the sox-devel portfile requires attention as I'm unclear about correct version and release strings for release candidates.
Please update this ticket if there's anything else required for me to test.

Please note the configure args --without-amr-wb and --without-amr-nb are deprecated and throw a warning they are ignored, so these have been removed.
Also --disable-gomp is added because the sox configure process fails to notice gomp support is missing on MacOS. If gomp is ever ported to Macports then gomp support can be re-enabled.
The devel portfile patch requires some attention to the version string and worksrcdir as I missed howto configure the URL regex to search for different tarballs to download from SourceForge.
Thus version should change from '14.3.1-rc2' to '14.3.1'.
And worksrcdir should change from 'sox-14.3.1' to '${name}=${version}'.
Then a port guru should setup a fetch stanza URL regex to wget the correct tarball.

It's been 4 weeks since I submitted these patches.
It appears the maintainer has stepped down.
I'm happy to become the maintainer of sox and ensure all the portfiles are up to date.
Whoever's in the "know", direct me about how to become the maintainer and I'll take over.
