I just hit this error, apparently because my Xcode is not in /Developer. Upon searching, I found ticket #20382 for libtiff, which implies that gnuplot ought not do this check itself, or at least needs to use xcode-select. Fixed for myself with a soft link to Xcode.app, but I guess this port needs to be changed.

The gnuplot port already uses the xcodeversion portgroup. You probably have developer_dir set wrong.
