selfupdate tells me to use selfupdate

Description

After using "sudo port -d selfupdate" to upgrade from 1.8.1 to 1.8.2, I was informed:

Congratulations, you have successfully installed the MacPorts system. To get the Portfiles and update the system, add /opt/local/bin to your PATH and run:

sudo port -v selfupdate

MacPorts should not advise me to use selfupdate if I just used selfupdate.

Another similar instance of this problem:

$ sudo port selfupdate
Warning: port definitions are more than two weeks old, consider using selfupdate

Fixed the old PortIndex warning in r83270. The other part is now a feature as per #30739.
