Unable to upgrade port 1 (port -d upgrade outdated) — at Version 1

When I give the command: port -d upgrade outdated then I get the errors: 

Error: Target org.macports.configure returned: configure failure: shell command " cd "/opt/local/var/macports/build/_opt_local_var_macports_sources_rsync.macports.org_release_ports_textproc_intltool/work/intltool-0.40.6" && ./configure --prefix=/opt/local " returned error 1.

$ port version
$ ls -l /Library/Tcl/macports1.0/macports_fastload.tcl
