I'm guessing you're on 10.6 (which is important information that should be included in all bug reports), which means python24 isn't built as a framework and thus -framework Python
doesn't work (not that it would necessarily pick up the right python version in any case).

4.11.1 builds fine for me.

Try using py25-sip or py26-sip, py-sip is pretty old and is only for Python 2.4.
