apache2, apache20: envvars should not be registered to port

Port: | apache2, apache20 |
Description
${prefix}/apache2/bin/envvars is registered to the apache2 port, but it is expected that users may need to edit this file; if they do, their changes will be lost when upgrading. Therefore apache2 should not register this file to the port; it should be handled like a configuration file.
