Description
Perl5 is still appearing as installed when I try and do an 'upgrade outdated' it fails because of this. If i 'list' the packages Perl5 still appears, but if I attempt to 'uninstall perl5' it says that its already uninstalled.

Your expectation of the output of the list command is incorrect. list tells you that latest version available. The command you want is:
port installed perl5
