kde/oscaf vs devel/shared-desktop-ontologies, reconcile duplicate port

Description
After reading the NEPOMUK site it seems that shared-desktop-ontologies, the backend for NEPOMUK, is not necessarily a KDE thing.
The availability of Nepomuk-Eclipse makes this seem much more like a development library than a KDE library.
The port name of oscaf is misleading - "Open Semantic Collaboration Architecture Foundation" sounds like the name of a group responsible for the software, while the software itself is called shared-desktop-ontologies.
I submitted a Portfile for shared-desktop-ontologies when 'port search ontologies' returned no results; there are now two ports in the wild with no dependents serving the same function.
port search ontologies shared-desktop-ontologies @0.2 (kde, kde4) Open Semantic Collaboration Architecture Foundation (OSCAF) ontologies and reference code development.
Please discuss how we can reconcile these two ports into one before publicly-available ports start depending on them.

It's a project that just started and KDE seems to be the only ones using and including it. Therefore, much like "oxygen-icons" I feel it sort of belongs in the KDE category even though other people can still use it for other things. That being said, I went ahead and tacked on the devel category to it in r63784.
